Ridgeway / Thunder Bay Secondary Plan Approved!

At its November 21st 2013 Meeting, Regional Council made the decision to approve Amendment No. 15 to the Town of Fort Erie Official Plan. Subsequently, an appeal period was initiated with the Region’s Notice of November 29th, 2013, which has now expired. Last day for appeals was December 19th, 2013.

As a result, no appeals were received and the Amendment is now in effect.

OPA 15 – Ridgeway / Thunder Bay Secondary Plan


Update

On November 12th, 2013, Regional Public Works Committee dealt with a Development Services Report Recommending approval of the Town's Ridgeway-Thunder Bay Secondary Plan (Town OPA 15). The recommendation to approve without modification was carried. Regional Council will receive the PWC Minutes on November 21st, 2013 for consideration on approval. Town staff await Notice of Regional Council Decision.


Town Council Adopts Secondary Plan

Update:

On September 9th, 2013, Council of the Town of For Erie passed By-law 84-2013 adopting Official Plan Amendment 15, more commonly known and referred to as the Ridgeway-Thunder Bay Secondary Plan.

The Town has now forwarded the amendment and prescribed materials to the Region of Niagara for it consideration on final approval. Regional Council are the “approval authority” for local municipal Secondary Plans. Recommendation Report 78-2013 receives endorsement of Council-In-Committee

 

Update
On Tuesday, September 3rd, 2013, The Ridgeway-Thunder Bay Secondary Plan was considered by Planning Committee and received endorsement for adoption. Below you will find Recommendation Report 78-2013 together with its Appendices that includes the marked up final draft of OPA 15.

 

A By-law will be prepared for Council adoption on September 9th, 2013.

There is still time to submit written comments to the Planning Department on the Ridgeway-Thunder Bay Secondary Plan

Update
On Monday July 8th, 2013, a Statutory Public Meeting was held at the Town of Fort Erie's regularly scheduled Council-In-Committee Meeting. Comments received at this meeting will be considered by Planning staff prior to preparing their final Recommendation Report.

If you did not attend this meeting and wish to provide written comments to Town staff, you are asked to do so no later than August 14th, 2013. Staff will be finalizing a Recommendation Report to be delivered to Council-in-Committee in September 2013.

RIDGEWAY-THUNDER BAY SECONDARY PLAN (OPA 15)
INFORMATION REPORT & PUBLIC MEETING

A Statutory Public Meeting will be conducted on July 8th, 2013 at 6:00 p.m. in the Council Chambers at Town Hall. The meeting is for the public to speak to Council about the proposed Secondary Plan for the Ridgeway-Thunder Bay neighbourhood. The Secondary Plan will provide for the long range development direction of the neighbourhood in its policies and as shown on the accompanying land use schedules.

You do not need to register in advance to speak at this meeting. Town staff will use the public commenting in consideration of a final draft to be prepared along with a recommendation report at a future meeting date. Council has not made any decision on this amendment.

The Town of Fort Erie have begun the formal processing of draft Official Plan Amendment No. 15 (draft OPA 15) more commonly known and referred to as the Ridgeway-Thunder Bay Secondary Plan

A Statutory Public Meeting has been scheduled for July 8th, 2013, 6:00pm, in the Council Chambers at Town Hall.

Ridgeway/Thunder Bay Neighbourhood / Secondary Plan

Informal commenting is coming to a close and Planning staff are seeking to undertake formal processing of the Ridgeway-Thunder Bay Secondary Plan (Draft OPA 15).

A report has been prepared for Council's consideration on staff's request to initiate the formal process and schedule a Statutory Public Meeting. PUBLIC INFORMATION MEETING No.2 DISPLAY AND PRESENTATION MATERIALS

Thanks to those who attended the 2nd informal Public Information Meeting conducted February 26th, 2013 at St. Luke’s Lutheran Church in Ridgeway. The meeting was attended by approximately 20 persons and provided for review of display materials and a presentation, followed by a question and answer period. The materials that were displayed can be found using the links provided below.

We are currently accepting comments from the public and agencies regarding the Draft Secondary Plan document and ask for timely response to enable us to move forward. Staff anticipates a late Spring / early Summer 2013 formal process leading to the Statutory Public Meeting and Council’s consideration on the Draft Secondary Plan.

This draft document will be discussed at the upcoming Public Information Meeting (No.2) to be held on February 26th, 2013 at St. Luke’s Lutheran Church in Ridgeway. This document is currently being circulated to internal departments and outside agencies for their comments and input. Following input from the Public Information Meeting and receipt of informal comments from the circulations, Town Planning staff will further review and refine, if necessary, the document and schedules prior to issuing a final draft document.

The Schedules are large (physically) so it is best viewed as a PDF on your computer, zooming in and out and panning around if you wish to inspect the various map details. If you are having any difficulty interpreting the schedules, please note that full size versions can be viewed at Town Hall, upstairs at the Community and Development Service counter at any time during regular business hours.

We thank those who attended the 1st Public Information Meeting conducted on July 31st , 2012 and express our appreciation to those have taken the time to share your comments with staff who were present at the meeting and those who have made comment submissions.

Staff will now be assessing the comments received internally and also consulting with outside agencies for their input. PUBLIC INFORMATION OPEN HOUSE - July 31st, 2012 at 6:30 pm
Staff will be conducting a Public Information Open House to be held at St. Luke’s Lutheran Church located at 245 Prospect Point Road North in Ridgeway Ontario (as illustrated on the location sketch below) on Tuesday July 31st, 2012 at 6:30 pm, to engage the public and receive input on the Secondary Plan process being undertaken for the Ridgeway Thunder Bay Plan Area.

The intent of the Information Meeting will be to describe the process being undertaken and to seek comments and input from the public on whether they believe the Neighbourhood Plan has been effective in guiding the development within the community since 2009, and whether or not they would like to see changes made to the plan prior to a Secondary Plan being completed for Council’s future consideration for adoption.

In addition to the Secondary Plan being undertaken, Staff will be exploring the creation of a Community Improvement Program (CIP) for the downtown Ridgeway Core Area. Discussion on this undertaking will also form be part of the meeting on July 31st.

April 6, 2010 - DOWNTOWN RIDGEWAY STREETSCAPE AND VILLAGE SQUARE IMPROVEMENTS UNDERWAY

Two major components of the Ridgeway/Thunder Bay Neighbourhood Plan are set to become reality as construction began on April 6, 2010 of the Ridge Road Streetscape and Civic Square Project. In conjunction with the much-needed replacement of underground services along Ridge Road in the downtown area, the "above-ground" public areas will be transformed with a new streetscape design reflecting a "Victorian Village" theme. New trees, sidewalks, benches, bike racks and signage will be installed over the next few months. As well, the project includes the development of a Village Square at the intersection of Ridge Road and the Friendship Trail. This square will provide downtown shoppers and area residents with a community gathering space including an events plaza, a pavilion, a lighted water feature, seating areas, and decorative streetscape elements that tie into the Ridge Road improvements. All work is expected to be completed by the end of 2010.

June 15, 2009 - COUNCIL APPROVES RIDGEWAY/THUNDER BAY NEIGHBOURHOOD PLAN

On June 15, 2009, Town of Fort Erie Council approved the Ridgeway/Thunder Bay Neighbourhood Plan. Over the planning approval period, three Public Open Houses were held to introduce the Neighbourhood Plan process to the community, and to provide information on the existing conditions of the Neighbourhood (i.e. existing land use, natural features, etc) and discuss proposed future land use issues.

Council appointed a Community Focus Group to represent the interests of the community in the development of this long-term Land Use Plan and strategic improvement initiatives for the Neighbourhood. This Plan will guide future development decisions and infrastructure improvements for the next 20 years. Neighbourhood Plans, once approved, are then incorporated into the Town Official Plan as Secondary Plan Amendments. Plans are reviewed every 5 years to determine whether updates/changes are required based on more current information and observations.

Residents, business owners and all interested citizens are invited to attend the
final Public Meeting for the Ridgeway/Thunder Bay Neighbourhood Plan. This
public forum will provide attendees with an opportunity to view a Staff
Presentation on the proposed Neighbourhood Plan, and speak to Council directly
with any comments or concerns respecting the Plan.

January 2009 – The next meeting of the Community Focus Group will be held January 20, 2009 at 6:00pm at Town Hall. The group will be reviewing the recently completed Background Report, and the Draft Future Land Use Plan. Both of these documents are available on the Document Link section of this webpage.

October 26, 2006 - The Initial Open House for the Ridgeway/Thunder Bay Neighbourhood Plan was held yesterday October 25, 2006 at the Crystal Ridge Public Library from 3:00-5:00pm and from 6:00-8:00pm.

The Open House was attended by 31 members of the public, and Planning Department Staff were on hand to answer questions and listen to the comments and concerns of those present. Staff displayed mapping of the Ridgeway area depicting existing land use, zoning, OP designations and Natural Areas. Comment Sheets were available at the meeting, and are also available below. There is no time limit for submitting comments at this point, as the development of the plan is an ongoing process. Please take the time download the comment sheet and mail, fax or e-mail it to Chris Millar, Neighbourhood Planner at Town Hall. The contact information is found below.

August 16, 2006 - At the Council-in-Committee meeting of August 14, 2006, Staff reported on the proposed work plan for the Ridgeway/Thunder Bay Neighbourhood Plan. Over the next few months, Staff will be compiling background information on the Neighbourhood, important to understanding the social fabric and key issues affecting Ridgeway and Thunder Bay. A first draft of a proposed Land Use Plan will be presented to the Community Focus Group, followed by another Public Meeting. Watch this site for information on upcoming meeting dates. We need YOUR input to make the Ridgeway/Thunder Bay Neighbourhood Plan a success!
