BAY BEACH MASTER PLAN FINAL REPORT
The Bay Beach Master Plan was approved by Council at its January 11, 2016 Council-in-Committee meeting, along with a strategy to commence implementation of the plan.
Council expressed its appreciation to all in the community who participated in the extensive public consultation process, and to the Bay Beach Master Plan Community Focus Group who dedicated many hours working with the Consultant Team to develop the Plan.

BAY BEACH MASTER PLAN Phase 3:
ACTION PLAN for IMPLEMENTATION
On November 5, 2015, approximately 85 community members reviewed and provided comments on the recommended Master Plan and Implementation Strategy for the Bay Beach property.
The Planning Partnership reviewed the following issues associated with development of the Bay Beach property:
- Land Use
- Park Development
- Environmental Considerations
- Building Character/Development Standards
- Parking Strategy
- Capital and Operational Costs and Revenue
The consultant team will assess the feedback received, and incorporate as appropriate into the final recommendation to Council.

BAY BEACH MASTER PLAN Phase 2:
MASTER PLAN DEVELOPMENT
On September 2, 2015, approximately 120 community members reviewed concept alternatives for the development of the Bay Beach property.
Firstly, a presentation by The Planning Partnership reviewed the following issues associated with future development:
- Community Feedback, to date
- Environmental Considerations
- Building Character
- 3 Alternate Site Concepts
- Shared Road Concepts
- Precedent Images
- Parking Strategy
- Site Management
- Financial/Economic Analysis
Following the presentation, attendees participated in group discussions to identify what they did and did not like in the concepts.
The consultant team will assess the feedback received, and develop a final site concept, along with recommendations for environmental and financial sustainability strategies, development standards, operating/site management models, and an implementation plan.

WHAT WE HAVE HEARD SO FAR....
A summary of community feedback received to date, including feedback from Stakeholder Meetings, the Bay Beach Master Plan Community Focus Group, Community Workshop #1 held on July 6th and 7th, 2015, and ongoing communications with the Project Team.

BAY BEACH MASTER PLAN COMMUNITY PHASE 1
The first Community Workshop occured on July 6 and 7, 2015 at the Crystal Ridge Community Centre, where the Project Team set up a temporary studio. Over the course of the two days, the team performed mutiple site visits, and met with Town staff, representatives of government agencies, the Community Focus Group, other interested stakeholders, and the public.
The purpose of the first workshop was to discuss:
» opportunities for the Bay Beach site,
» the overarching principles that will form the foundation of the Master Plan, and
» key directions for the Master Plan.
By the conclusion of the first workshop, the team developed preliminary Key Directions that will form the basis of the Master Plan. Phase 2 will include a second workshop in August and Phase 3 will include a third workshop in October.
BAY BEACH MASTER PLAN TERMS OF REFERENCE
The Town of Fort Erie has recently initiated the Bay Beach Master Plan. The Town purchased the 2.57 acre waterfront property in 2001 and has explored various development scenarios since that time.
The main objective of the Master Plan will be to establish community consensus relative to a vision for the property, as well as identify how the property will develop in the short and long term and to establish a strategy to implement the Master Plan recommendations within the next five years.
Ultimately, development of the Bay Beach lands will support Crystal Beach as a mixed use destination with recreational, commercial and residential/rental accommodation facilities and activities, and serve as a catalyst in stimulating growth and development for a year-round tourist/recreational destination.
The Town has retained The Planning Partnership to lead the project. They have decades of experience in waterfront master planning, neighbourhood planning and park design. They have augmented their team with experts in aquatic biology, economic and financial analysis and coastal engineering.
The Master Plan will be completed in three phases:
Phase 1: Study Start Up and Foundation of the Master Plan
Phase 2: Master Plan Development
Phase 3: Action Plan for Implementation
Project deliverables include the development of a long term vision for the property; identifying optimal land use and zoning; a park/open space master plan; establish development standards; an environmental and ecological sustainability strategy; a financial sustainability strategy; recommendations relative to accessibility and active transportation; an implementation strategy; operational recommendations; and attaining community consensus.
Extensive public consultation is anticipated in order to gain community consensus. The public consultation process will include meetings with a community focus group, multiple public open houses, stakeholder meetings as required or appropriate, and presentations to Council.
