Town of Fort Erie Appoints Chief and Deputy Chief Building Officials

FORT ERIE (April 28, 2026) – The Town of Fort Erie has appointed Luciano Chieca as Chief Building Official and Caleb Storring as Deputy Chief Building Official. These appointments strengthen the Town’s ability to manage growth, protect public safety, and deliver consistent, high-quality service to residents and builders.

The Building Services division plays a critical role in supporting development while upholding the standards set out in provincial legislation and municipal by-laws. This work directly supports the Town’s 2023 to 2026 Strategic Plan priority of Sustainable and Managed Growth, which focuses on guiding development responsibly, protecting existing neighbourhoods, and using effective planning and policies to shape the future of Fort Erie.

Luciano Chieca brings more than 20 years of experience in municipal building services, code enforcement, and leadership. As Chief Building Official, he is responsible for administering and enforcing the Ontario Building Code Act, its regulations, and applicable municipal by-laws. He will lead the Building Services division and oversee all aspects of the construction review process, including permit issuance, plan examination, inspections, and final occupancy approvals.

He will ensure compliance across all construction, renovation, and demolition projects. This includes issuing orders when required to protect public safety. He will provide technical guidance to senior leadership and Council on building policy, construction standards, and regulatory requirements. He will also manage departmental operations, including staff leadership, training, budgeting, and service delivery standards.

Caleb Storring has been promoted to Deputy Chief Building Official. A long-time Fort Erie resident, Caleb has more than eight years of experience with the Town’s Building Services division. He brings strong technical knowledge, a clear understanding of local development activity, and a commitment to responsive customer service. In his new role, Caleb will support the administration and enforcement of the Building Code, assist with inspections and compliance, and help lead daily operations within the division.
